Yevhenii Sokur presented directions of digitalization of the State Tax Service

Digitization of the State Tax Service, projects that have already been implemented and that are planned were presented by acting Deputy Head of the State Tax Service Yevhenii Sokur during the economic forum "Key anti-corruption and institutional changes for restoration of Ukraine" organized by the Ukrainian Business Council.

Yevhenii Sokur focused on the main directions of work of the State Tax Service regarding improvement of internal digital processes and services for taxpayers.

"Our main task today is to build truly transparent relations with taxpayers. For this purpose, we introduce easy and understandable services. To establish trust between the tax authority and the payer, we move in three directions. The first one is qualitative processing of information, Big Data and data security. Focus is also on communications and services. Innovative changes in our service are aimed at ensuring that the payer spends as little time as possible on fulfilling tax obligations and more on business. And the third is compliance and administration" – emphasized Yevhenii Sokur.

According to him, the State Tax Service pays great attention to information protection, as it deals with a large amount of data. About 28 million documents are processed daily. "Your data is safe 24/7" - that's the motto of the State Tax Service. As evidenced by results of a recent global survey, majority of payers trust the State Tax Service’s ability to protect their data and confidential information.

Operation of the Contact Center of the State Tax Service has been modernized - new quality of analytics, new opportunities for the payer have been introduced. Call routing time was reduced by 50%, contact history, electronic queue, etc. were introduced.

State Tax Service is also working on expanding functionality of the Electronic cabinet, which is available to business, citizens and non-residents. In particular, in 2023, 80% of citizens used new service for pre-filling tax declaration on assets and income. Capabilities of the "Learn more about your business partner" service have also been expanded. This allows payers to avoid operations with risky counterparties.

As the digital development part of the State Tax Service is a profile of the payer and automated risk management system that has being developed, which will form the payers risks and suggest measures to eliminate them. It is worth noting that the discussion participants supported introduction of such system, which will help payers to independently eliminate risks in their activities.

Yevhenii Sokur also noted that the ICS "Administrative and Court Appeal" has already been implemented. This made it possible to double execution of court decisions, which was confirmed by the business ombudsman of Ukraine Roman Vashchuk. 

In general, the Deputy Prime Minister for Innovation, Development of Education, Science and Technology of Ukraine - Minister of Digital Transformation Mykhailo Fedorov noted correctness of the State Tax Service’s digitalization strategy, which will allow to create the best tax service in a few years with its effective implementation.
